The web cam makes it easier for everybody. Not just for the "other" surfers but for the locals too. Yes it could contribute to congestion on the waves but not majorly. As previously said, there is more and more people learning to surf and this, in my opinion, is the biggest reason for congestion. What makes Vic so vulnerable is the easy access at the point. Why struggle to get through the waves when you can go to Vic and just jump in at the point and you are at the right spot.
I must say that you get this "local ownership" phenomena all over the place and not just at Vic. Go to J-Bay and surf with the locals there.... You'll find the same hostility there. Everybody should just chill... We all enjoy the sea so why not allow other people to have the same fun. I agree it's not fun when it's overly congested but it does not give you the right to be an ass about it!
